Government has increasingly focused on Monitoring and Evaluation (M&E) as a key area where evidence can be used
to provide ongoing data on activities (monitoring) and information on the impact of interventions and to understand
the causal change linking inputs to impacts (evaluation).
The Presidency’s Department of Performance Monitoring and Evaluation (DPM&E), which was established in April 2010,
has been tasked with improving the effectiveness of M&E, using an
outcomes and results-oriented approach
to ensure the continuous improvement in service delivery.
This outcomes-based approach is encompassed in specific measurable focus areas, known as the
12 Outcomes.
It is also focusing on institutional monitoring and monitoring of front-line service delivery (FLSD), and the PSPPD has
made contributions in all these areas.
