The PSPPD has been working closely with the DPME to assist with
the development of the performance monitoring and evaluation (PM&E) system, including providing support for:
- The development of some of the system’s building blocks
- Specific outcomes
- The development of an M&E Learning Network
- The development of an approach to evaluation.
A number of specific activities have been supported. These include:
- Developing guidelines for: Coordination; Offices of the Premier; Reviewing the Evaluation Framework; Developing Terms of Reference for Implementation Forums; and quarterly outcome reports.
- Providing additional capacity through the Monitoring and Learning Facility (MLF) team leader’s contribution to developing systems and problem solving.
- Supporting study tours to the UK on the PM&E experience and the role of a delivery unit during the Blair government; to Mexico and Colombia on evaluation; and possibly to Malaysia and Indonesia on PM&E generally.
- Supporting an exchange to Canada to visit its Treasury Board and see their experience of using a management assessment tool. This experience has been used to develop a similar Performance Assessment Tool in South Africa which is being piloted as a key element of DPME’s institutional monitoring.
- Supporting the development of an approach to evaluation.
In addition, PSPPD support has been leveraged to get strategic advice from consultants funded by the UK Department for International Development (DFID) on the PM&E system, building stakeholder commitment, and a medium-term project funded by DFID.
The PSPPD has trained many DPME staff on Rapid Evidence Assessments (REAs) and evidence-based policy-making (EBPM).
