Mastoera Sadan is the Programme Manager of the PSPPD since August 2008. She was the Acting Programme Manager from November 2007. She has been seconded to this position from the Social Sector, Policy Coordination and Advisory Services. Prior to holding this position she was a Senior Policy Analyst in the Social Sector. She has extensive experience in the NGO sector.

Mastoera Sadan is a PhD candidate at the University of Cape Town and as part of her studies spent a year at University of Oxford as a Visiting Scholar. She holds a Masters Degree from the London School of Economics.

Ms Zsa Zsa Milongo is the Finance & Procurement Manager of the PSPPD. Prior to this, she worked at Nedbank, University of Cape Town and Woolworths.
She has extensive experience in donor financial management.

Nathalie Vereen has been appointed as the Research Manager as from 22 September 2009. Her core responsibilities will be the management of the Grant-making facility and to establish and facilitate networking opportunities between the diverse core stakeholders, and other research activities of the PSPPD.

Before joining the PSPPD team on a full-time basis, she was an independent consultant who assisted the Programme with short-term support. Her working experience and skills are specific to working with developmental programmes funded and supported through South Africa and the European Union. She had been part of the Official Development Assistance Programme (ODA-P), Conflict and Governance Facility (CAGE), and the Conferences, Workshops and Cultural Initiatives’ Fund (CWCI) – programmes governed by National Treasury through the International Development Cooperation (IDC).

Dr Ian Goldman is the team leader of the Monitoring and Learning Facility of the PSPPD.
Ian's background has been in managing rural change, starting as an agriculturalist.

He worked in Mexico and Zambia on strengthening the capacity of local governments to plan and manage rural development, a pioneering project internationally in local government strengthening.

He then worked in the UK and Europe for the National Rural Enterprise Centre, a NGO specialising in rural economic development. He returned to SA in 1995 where he worked as a change management advisor for the Free State MEC for Agriculture, working on the transformation of the rural sector. He wrote this up for his PhD in 2001.

In 1998 he established what became the African Institute for Community-Driven Development (Khanya-aicdd), as founder and then CEO. Khanya pioneered work in Southern and Eastern Africa on community-based planning, community-based service delivery, approaches to funding communities, LED and sustainable livelihoods approaches.

In October 2009 Ian stepped down as CEO and became team leader of the PSPPD: Monitoring and Learning Facility (MLF). Dr. Ian Goldman has written extensively on these issues, locally and internationally, and worked in 18 countries.

Tania Arrison joined the Office of the President of South Africa in 1994, and served under the newly elected democratic government. She was part of President Nelson Mandela's office until July 1999. She joined Media24 as Executive Assistant to the Corporate Affairs Manager, and was later appointed as Project Coordinator for 'Media in the Classroom', Media24's largest corporate social investment project. Amongst others, her responsibilities included promoting journalism and establishing a reading and learning culture in South Africa.

In June 2004 Ms Arrison joined The Mandela Rhodes Foundation as Executive Personal Assistant to the Chairman, and in March 2007, she joined the Nelson Mandela Foundation.

Tania was appointed to the Monitoring and Learning Facility: PSPPD in March 2010, and will have the core responsibility of arranging a variety of events including conferences, workshops, training events and study tours. She is also responsible for overseeing the preparation, drafting and dissemination of reports and publicity material.
